1988 batch IAS Manoj Kumar Singh has been made Chief Secretary to CM Yogi State.

This is the first time in seven years that CM Yogi has included an IAS officer in his good book as the Chief Secretary of the state. 1988 batch IAS Manoj Kumar Singh is not only the Chief Minister’s most trusted IAS officer but is counted among the sharpest officers in the state’s IAS lobby. Manoj Kumar Singh’s tenure will end in July 2025. Manoj Kumar has also taken charge as Chief Secretary in place of Durga Shankar Mishra on Sunday.

Manoj Kumar Singh was till now appointed as Agriculture Production Commissioner (APC), the number two head of the bureaucracy after the Chief Secretary. Besides, he was also holding the responsibilities of several departments including Commissioner for Infrastructure and Industrial Development, Panchayati Raj Department, CEO Upeda, Horticulture and Food Processing. Along with this, he has also played an important role in the investment agreement of 40 lakh crore rupees in the Global Investors Summit-2023.

CM Yogi had to make adjustments with the Centre.

Along with the naming of the new Chief Secretary, the Center has also sent a political message to the state that the reins of UP are in the hands of CM Yogi and both the party and the organization will work under his leadership. From Rajeev Kumar, Anoop Chandra Pandey, Rajend Kumar Tiwari to Durga Shankar Mishra in the last seven years, the Center had the power to decide the Chief Secretary of the state and CM Yogi had to adjust with them. This is for the first time that the CS will be of the CM’s choice and there will be no central interference in their appointment.

The results of the Lok Sabha elections in Uttar Pradesh are causing concern for the BJP and the central government. Where the party was expected to perform best, the party suffered its biggest setback. After analyzing the election results, it has come to light that due to the lack of coordination between the government and the organization and the creation of many centers of power, the party has been tarnished in the elections. Taking a lesson from this, the party refused to give extension to Durga Shankar Mishra for the fourth time and allowed the CM to choose the CS.

For the first time there was no attempt to create a racial balance

This is in direct contrast to the working culture of the BJP where both the Chief Minister and the Chief Secretary belong to the same caste. This is perhaps the first time in BJP rule that no attempt has been made to create a caste balance between two important government posts, CM and CS. Analysts say the reason behind this is to give the CM freedom of decision-making, which was not seen in the Lok Sabha elections. The Center wants the party to regain strength in Uttar Pradesh and this requires strong leadership.

What is the challenge facing the new Chief Secretary?

The biggest challenge before the new chief secretary will be to make the babus of the state people-oriented (working with people as the focal point) and make the government’s policies visible at the grassroots level. The result of the Lok Sabha elections has also revealed the fact that the arbitrariness of some officials is ruining the party. Currently, after appointing a new Chief Secretary of his choice, the biggest target for CM Yogi is the by-elections to be held in ten seats of UP, which is being considered as a litmus test of the CM’s popularity.
