The Central Investigation Agency (CBI) has now taken over the investigation into the NEET-UG paper leak. CBI has also registered an FIR and started investigation in this matter. The FIR has been registered based on facts and preliminary investigation by the Bihar Economic Offenses Wing (EOU).

Bihar’s Economic Offenses Wing had started an investigation into the NEET-paper leak case on May 11. Initially NTA, which conducts the exam, refused to accept the allegation of paper leak. The government was also presenting the matter differently. Everything is said to be good. The exam was over so everyone was taking steps with their own strength. The matter was complicated, but the question was about the future of the students.

In such a situation, when 4 officers of Bihar Police proceeded with the investigation, shocking revelations came to light.

As the EOU’s scrutiny in the NEET paper leak case has increased, so has the NTA’s disrepute in the case. Eventually the examination agency came on the backfoot, following which the Center had to remove the Director General of NTA and refer the entire matter to the CBI for investigation.

It is being said that if the Bihar police officials had not listened to the NTA and investigated, the matter would have been settled.

How did EOU get to the bottom of the paper leak?

In the paper leak case, Bihar police arrested 3 on the exam day itself. After this the Economic Offenses Branch started its investigation. During the investigation, the EOU sought its papers from the NTA, but the papers were not provided by the NTA to the investigating agency.

After the result of NEET, the matter has taken a new turn. While the controversy over this was growing in the country, the EOU was busy unraveling the mystery of the whole matter. During the investigation into the paper leak case, the EOU has so far recovered burnt papers and post-dated checks from the solver gang.

The EOU was also able to find the hideout where the Solver gang had given the leaked paper to the candidates. So far 24 people have been arrested across the country in the NEET paper leak case.

Now the story of the 4 officers

Nair Hasnain Khan- Khan is currently ADG in Bihar Economic Offense Wing. Khan himself has submitted a report to the Center of all investigations conducted from Bihar in the NEET case. Hasnain has also played a major role in the investigation of the BPSP paper leak case. Then BPSC had to cancel the teacher reinstatement exam only on the basis of the Economic Offenses Branch report.

Khan first came into the limelight after joining the EOU, when he suspended two inspector-level officers of the department. Both officers were accused of breach of confidentiality.

Hasnain Khan is a 1996 batch IPS officer. Apart from EOU, Khan has taken charge of major departments like Vigilance. Apart from this, Khan has also been the IG of Patna and Muzaffarpur. In 2022, Khan also received the President’s Medal for his outstanding work.

Manavjit Singh Dhillon- Manavjit Singh Dhillon was investigating NEET cases and monitoring its daily reports on behalf of the Bihar Economic Offenses Wing. Dhillon is currently posted as DIG in EOU. Initially, Dhillon was giving information about the paper leak to the media.

He himself said that the EOU had found post-dated checks during the investigation into the case, which led to the possibility of transactions between the Solver gang and the candidates.

Dhillon is a 2009 batch IPS officer originally from Punjab. He has been the police captain of big districts like Patna and Vaishali. When he was the police captain of Patna, he exposed a terrorist module, which caused a huge uproar.

Madan Kumar Anand- After the paper leak case came to light, the EOU formed an 8-member SIT headed by Madan Kumar Anand to investigate it. The SIT reached out to the nexus of the entire Solver gang and made preliminary inquiries into the case.

The SIT of EOU itself recovered the burnt question papers etc. related to the paper leak, which were later handed over to the Ministry of Education. After this, the investigation of the case was handed over to the CBI.

Anand is currently posted as SP (Administration) in EOU.

Amar Kumar- The first FIR was registered in the NEET paper leak case on the plea of ​​Amar Kumar, currently posted as in-charge of Shastri Nagar police station. In this FIR, Amar registered a case against 9 names and unknown persons.

Not only this, Sikandar Yadvendu was also arrested by Amar’s team, after which the EOU was able to get more information regarding the paper leak. Amar Kumar is an officer of Bihar Police and was posted as SHO in Shastrinagar Police Station in February this year.
