Land measurement dispute in Bihar increased! Allegation of manipulation in correcting documents, protests

Special land survey work is being carried out in Bihar to curb the ever increasing land disputes and criminal incidents arising out of them and to give due rights to the entitled people. The zonal offices across the state are getting crowded. Even before the survey, the land dispute started gaining momentum and fights broke out in many places. Demonstrations have also started at zonal offices. This is the condition of entire Bihar nowadays. People living outside the state are also reaching their villages.

Actually the survey matches the land records. The actual owner of all the land has to file his claim, so that there is no further dispute over the land. The work started in 2020, but has now gained momentum as it is being completed with a target of three months.

First land survey in 1890

The first land survey in the state was started in 1890. It started a second time in 1990. Even now in Bihar, most of the crime incidents, especially murders, are due to land disputes. If the ownership dispute is resolved, this crisis will be reduced to a great extent. In such a situation people are scared because of the rumors from the very beginning of this dream project. The biggest danger is that if there is no paper, the land will become government property.

Document preparation competition

Old land disputes have also started anew. Now look at the condition of Ara, this is the only zonal office in all of Shahabad. There has been a rush of farmers and land owners in Bhojpur district to prepare documents ahead of land survey in Bihar. The government has instructed the land owners to submit the documents in the prescribed form. An important objective of the survey is said to be to free government land from encroachment and make land records transparent.

Farmers and land owners of the district are struggling to prepare land survey documents. The government has instructed the land owners to submit the documents in the prescribed form. Mandatory submission of genealogy with registry

Let us tell you that special land survey work is going on in 45 thousand villages of the state. Genealogy along with khatian, rent receipt and land registration documents are mandatory in the survey. Survey is going on in 16 areas of Muzaffarpur. Because of this, people of Mushahari block are getting angry. People are agitating because tenants are not getting work. Hundreds of villagers protested against corruption in Mushahari block.

A protest was held by the CPM

The Communist Party Marxist (CPM) staged a protest at the Collector’s office with 13-point demands. District Minister Abdul Ghaffar accused the state and central governments of harassing people with anti-people policies. He said that employees and middlemen are harassing people in the name of survey. Farmers staged a huge protest in the collector office premises regarding the problems in land survey and submitted a demand letter to the DM.

It has been said that hundreds of farmers will besiege the Mushari office if the farmers’ issues are not resolved on time. Those protesting said that the government should first reject the filing and correct it online and then conduct the survey, otherwise we will protest.

Levy in the name of rectification of papers

The woman said that a lot of money is being demanded to correct the papers. Meanwhile, farmer leader Mukteswar Singh said that if the government does not listen to our demands, 10 thousand farmers will surround the Mushri office and go on a fast. People alleged that no work is done without money in the zonal office. If the money is not paid, the DCLR is asked to go to the DM office. No employee comes on time

Great confusion among people

There is a lot of confusion among people about genealogy. Mushahari block zonal officer Mahendra Shukla said that the ryots do not need any employee’s signature or affidavit for genealogy for the survey operation. Instead of a certificate or affidavit, the tenants themselves have to mention their genealogy in Form 3. Its verification will be done by the employees engaged in the settlement work themselves. No certificate or affidavit is required for this. The Department of Revenue and Land Reforms has issued several notifications regarding special land survey.

No affidavit is required

It is stated that genealogy should be mentioned in Form 3 next to the name recorded in the previous Khatian. It will be filled and deposited by the ryots. Its verification will be done by the personnel involved in the system. Apart from this no affidavit is required for authentication of genealogy. Also, the department has also clarified that there is no need to attach the original copy of the khatian for the survey. Ryots will only refer to the land they own. The zonal officer said, by holding Janata Darbar in the area, going to ryoting and listening to their problems solves the problem. In the block office the staff, Amin, Kanungo listen to the problem and solve it.

Employees of the Land Revenue Department are also worried

Not only the people in Champaran but also the land revenue department employees are troubled. A case of misbehavior and bullying by local miscreants has come to light with the survey staff during land surveying at Mahagani Panchayat Bhawan in Majolia, Betia. Regarding this, survey employee Ramankumar has submitted a written complaint in his department and demanded action. According to survey staff, local goons disrupt government work and even issue death threats.

The villagers said that there was no negligence on the part of the workers in the land survey work. Despite this, some powerful people want to influence the survey. However, the villagers are preparing their own documents by cooperating with the survey conducted by the government.

Papers can also be submitted online

Here the employees of Land Revenue Department and Divisional Minister Dilip Jaiswal are holding camps in the districts and informing people about the survey method. In land survey, for their claim on any land, tenants have to submit mainly Form-2 and Form-3A. In Form-2 you have to give all the information related to your land like account number, thasara, area and boundary information of your land. While Form-3A is a genealogical format. This has to be paid by the ryots who inherited their land from their ancestors. People residing outside Bihar need not be present, all these documents can be submitted online as well.
