UP Deputy CM Keshav Prasad Maurya and Chief Minister Yogi Adityanath
In the North, the political tension between Chief Minister Yogi Adityanath and Deputy CM Keshav Prasad Maurya is increasing. Keshav Prasad Maurya, who considered the organization above the government, has now made reservation a weapon. Deputy CM Keshav has asked CM Yogi’s department how many people have benefited from reservation in outsourcing. He has sought information from the personnel and recruitment department. He had written a letter in this regard last year as well. This year he has written this letter on 15th July.
In the BJP State Working Committee meeting, Deputy CM Keshav made a famous statement that the organization is bigger than the government. In a letter the next day, Deputy CM Keshav Prasad Maurya raised two issues. Among the first outsourcing jobs are reservation and second is teacher recruitment, for which an advertisement was issued in 2018. UP’s Yogi government is being accused of ignoring reservation in contractual jobs. It means that reservation is not being given to backward and Dalit quota.
Information about the job is not obtained through outsourcing
The UP government has not informed the Deputy CM how many people have been employed through outsourcing so far. According to an estimate, in the last seven years i.e. since 2017, lakhs of people have been outsourced. It has been said that all Class 4 jobs are being given on contract basis. In 2008, when Mayawati was the Chief Minister, she implemented the system of reservation in contract jobs.
The issue of recruitment of 69 thousand teachers was also raised
Another issue is the recruitment of 69 thousand teachers. The advertisement for this was released in the year 2018. It is alleged that there has been a mistake in giving reservation in this case. The National Commission for Backward Classes also investigated the matter and found the allegations to be true. Currently the matter is pending in the High Court. Interestingly, BJP’s ally in UP, Apna Dal, has also raised this issue. Party president and minister in Modi government Anupriya Patel has already written a letter to UP CM Yogi Adityanath regarding this.
Meaning of outsourcing?
In which recruitment is done through outsourcing in departments. All recruitment is done by third party. Government tenders are released. It requisitions relevant or as-needed personnel by awarding contracts to companies that meet standards. The government gives the salary money to the company, the company gives it to the employees. There is no direct relationship between the government and the employee regarding salary.
The government has no official data
The number of employees recruited through outsourcing by the Yogi government of Uttar Pradesh in the last seven years is said to be around 3 lakh, but the government has no official data. Of the 3 lakh employees recruited through outsourcing, the largest number has been recruited in medical health and medical education (health department). Apart from this recruitment is done mainly in Panchayati Raj, Rural Development, Agriculture Department, Revenue, Social Welfare, Irrigation Department, Revenue, Cooperative, Transport Department and various other state officials.
Meaning of agreement?
These departments recruit on a temporary basis, but the jobs are not permanent, the pay is provided by the department itself. This is the responsibility of the personnel department. A maximum of 49546 people have been employed by Health Department, Social Welfare, Education Department, Panchayat Department, Rural Development Department.
