On the occasion of the 150th birth anniversary of Chhatrapati Rajarshi Shahu Maharaj, various programs have been organized at the district level across the state by the Vanchit Bahujan Aghadi. In this program, instructions have been given to present the 11 resolutions given by the party and to put up the banner of that resolution at the main squares of the city. In this decision, the role of the Vanchit Bahujan Aghadi regarding reservation has been made clear. At present, some proposals have also been taken regarding the Maratha vs OBC dispute going on in Maharashtra regarding reservation. A big statement has been made about Sag Soyer in this proposal. Through this proposal, the Vanchit Bahujan Aghadi has demanded the cancellation of the Sag Soyera ordinance. So now there is a possibility of politics heating up on this issue.

“The caste certificate obtained from the government is an important official document. Among these, the caste certificate of blood relatives (father, brother, sister, uncle, aunt) is an essential proof. This very important evidence has been sidelined by the ordinance to issue caste certificates to ‘segesoyeren’ (non-blood relatives). The government is arbitrarily doing wrong things in the reservation law and rules. In this way, the government and the anti-reservationists commit the crime of violating the reservation policy of the Constitution and the social situation behind the reservation. This is breaking the social harmony and brotherhood in the society. This is a conspiracy to provoke caste groups. Through this proposal, Vanchit Bahujan Aghadi is demanding that the ordinance of Vanchit Bahujan Aghadi be repealed”, this is the stand of Vanchit Bahujan Aghadi.

The resolutions taken by the Vanchit Bahujan Aghadi are as follows:

Resolution of Reservation Rights Conference organized by Vanchit Bahujan Aghadi on the occasion of 150th birth anniversary of Chhatrapati Rajarshi Shahu Maharaj

  1. Dr. Baba Saheb Ambedkar, while testifying before the Simon Commission in 1920, had demanded reservation for the Bahujan Samaj i.e. SC, ST, OBC in India. But Shahu Maharaj created a social revolution by implementing reservation in his state in 1902. In the state system, SC ST and Shudra had no place in the administration. Shahu Maharaj paved the way for getting that position. For this reason, Shahu Maharaj will always be the guide and revered by the untouchables and non-caste classes. The ideology that this group should not participate in power is still alive and working. Therefore the council is resolving that SC ST and Shudras should adopt a reservationist and egalitarian stance not only in words but also in conduct.
  2. Reservation is a means of providing representation to the deprived, exploited and other sections of the society. However, it is seen that the Central Government and the State Government always show reluctance in implementing reservation. The conference has resolved that reservation should be implemented 100% honestly and effectively and all the backlogs should be filled.
  3. For the all-round development of OBCs, caste-wise census should be conducted and on that basis the political reservation of OBCs should be restored. There has been no census in the country after 1931, so the exact number of OBCs in the state is not known. Despite having a large number, OBCs do not get proper reservation, in fact the state and central governments do not give it. In this context, the instructions given by the Supreme Court to the state government on 4 March 2021, cancelling the political reservation of OBCs in local bodies, are very important. In which the ‘triple test’ is 1) establishment of Backward Classes Commission 2) Presenting empirical data to prove the backwardness of the OBC community and 3) not giving more than 50% reservation without endangering SC/ST reservation. Although it is necessary to establish a separate commission for this, but the state government has not established the said commission, so the Maharashtra government should immediately establish a commission because according to Article 12 (2), the commission should be established only after fulfilling the three conditions of the triple test. (C) According to the Constitution, the OBC category will get political reservation in the state. Vanchit Bahujan Aghadi goes further and demands that the Modi government at the Centre should also reconsider the Indira Sahni case and the Indira Sahni case should be heard in front of nine judges. The council is taking a resolution with a larger bench that the limit of 50 percent should be crossed and for this a separate census of OBCs should be conducted.
  4. Reservation is a serious social work program enshrined in the Constitution of India to eradicate social inequality. It should be strictly implemented according to the rules laid down by law. But for the last one year, poor Marathas are being given “Kunbi” caste certificates. An act that will not stand the test of law has been done by misusing power. This is an attempt to get reservation from the OBC quota. While giving verbal assurances that there will be a separate plate for OBCs, a way has been found to get rid of the OBC quota. This has created restlessness and insecurity among the OBC class. This behavior of the government is irresponsible and biased and oppressive and intimidating.’ In such a situation, the council is demanding that the issuance of “Kunbi” certificates to poor Marathas should be stopped immediately and the “Kunbi” caste certificates issued in the last one year should be canceled.

  6. The Council is resolving to implement the recommendations of the Rohini Commission for Micro OBCs.
  7. The LPG policy implemented by the Congress and the PV Narasimha Rao government is the main reason for ending reservation. The BJP is following the same policy.’ So now the council is vowing to fight for the provision of “reservation in privatisation”.
  8. The conference resolves to fight a parliamentary and judicial battle to ensure constitutional reservation for OBCs like SC/ST.
  9. Article 370. There is a constitutional provision of 16% reservation for this caste in proportion to the population. There is a constitutional provision of 8% reservation for tribes. If the provision is based on the principle of population, then giving 52% reservation to OBCs or 27% is fundamentally unfair. Therefore, the principle of partnership should be applied when the number is large.
  10. Despite fulfilling all the criteria of backwardness as per the recommendations of various committees and commissions and accepted by the High and Supreme Courts, the State Government is not implementing 5% educational reservation for Muslims only because of Muslim hatred and Hindu vote bank. The Council through this resolution demands that it should be implemented immediately.
  11. By pretending that reservation is causing injustice to the upper class community in jobs and education, it appears that there are certain factors active in the society which are increasing caste divisions and creating social unrest. Through this resolution, the conference is demanding that the availability of job and education seats be increased so that such a situation does not arise.
