Madhya Pradesh Chief Minister Dr. Mohan Yadav has said that in the districts of the state where the PESA Act has been implemented, the local tribal community should be connected with new areas of employment. In order to provide employment tools to tribal brothers and sisters, tribal dominated panchayats should explore work opportunities in various sectors and ensure their implementation by formulating appropriate action plans. It includes cottage and village industries, animal husbandry, mushroom production and sale, lac, honey, sericulture and textile production etc. He said that a report should be prepared after studying the possibilities of handing over the responsibility of rural transport system to tribal dominated panchayats.

Chief Minister Dr. Yadav was reviewing the implementation of the PESA Act in the ministry and the activities undertaken in the state. In the meantime, he directed that a study be prepared and a report be prepared on handing over the responsibility of rural transport service to the youth of the tribal community. Panchayat and Rural Development Minister Mr. Prahlad Patel and State Minister for Panchayat and Development Radha Singh besides Chief Secretary Veera Rana, Chief Minister’s Office Additional Chief Secretary Dr. Rajesh Rajora, Additional Chief Secretary Panchayat and Rural Development Malay Kumar Srivastav, Additional Chief Secretary Dr. Forest Department Secretary Ashok, Principal Secretary to Chief Minister Sanjay Kumar Shukla and concerned senior officials were present in this meeting.

Ideas were sought on the formation of the battalion

Chief Minister Dr Yadav said that consideration should also be given to creating tribal category battalions. In the meeting, it was stated that through tree plantation in Maharashtra, the tribal community has been connected with employment oriented activities. Tribal dominated panchayats can also be associated with works related to tourism development and management of cowsheds. In the meeting, information was given about the achievements of tribal society in various districts in solving various problems by mutual consent.

Peace and Dispute Resolution Committees are functioning under the PESA Act in the state. which is taking action to find a satisfactory solution for all. The meeting was also informed that Madhya Pradesh has been made the nodal state for preparing a vision document by the central government to curb the practice of money lending. The PESA Act is applicable in 88 development blocks in 20 districts of Madhya Pradesh. Its area includes 5133 gram panchayats and 11 thousand 596 villages.

What was done under the PESA Act?

The meeting was told that many works have been done under the PESA Act with the aim of strengthening Gram Sabhas. In this program, the gram sabha of Hirde Nagar village panchayat of Mandla district has got an income of 62 lakh 38 thousand rupees. With this amount, various development works of the village will be completed. A proposal was approved and passed in the gram sabha for the operation of a new market in the gram sabha Kudwat of Alirajpur district. The new market was named Birsa Munda Square. In Tendupatta collection work in Balaghat district, per standard bag Rs. 3,000 in excess of the fixed amount was provided.

There has been success in economic upliftment of tendu leaf collectors. In Balaghat district, 20 committees are working on tendu leaf collection. More than 62 percent of the leaves were collected. In Narmadapuram and Betul districts efforts have been stepped up to connect tribal community people with cottage industries. To preserve the ancient tradition, the gram sabha formed in Hindalli village of Betul district discussed and prepared an action plan for the traditions of Pola and Meghnath Mela in the gram sabha.

Information was given to prepare 800 trainers

The meeting was informed that along with state level, district level training, sector level PESA training workshops have been organized. The state-level PESA training workshop was conducted by experts from Tribal Ethos and Economic Research (TEER), a Maharashtra institute. District level PESA training has been conducted in 16 training centers of the state. About 800 trainers were prepared out of this. Trainers trained at district level are imparting training at development block and sector level.

The meeting was informed that right to hold gram sabhas in tribal dominated areas in accordance with the traditional culture of tribals in the state with peace and harmony, empowerment of tribals, financial assistance to them. , prevention of exploitation, conservation of water, land and natural resources have achieved many breakthroughs from security point of view. With the implementation of PESA Act 1996 Extension Act 1996 Madhya Pradesh Panchayat Provisions Extension Rules 2022 on Scheduled Areas in Panchayat Area, an important work of tribal empowerment has been done. Mr. Malay Kumar Srivastava, Additional Chief Secretary, Panchayat and Rural Development Department and Mr. Laxman Singh Markam, Additional Secretary, Chief Minister’s Office made presentations in the meeting.
