The first session of the 18th Lok Sabha is starting from June 24. The Lok Sabha Speaker and Deputy Speaker will be elected in the first session. However, President Draupadi Murmu has appointed Bhartruhari Mahtab as the Protem Speaker (temporary Speaker) till the Lok Sabha Speaker election. Union Parliamentary Affairs Minister Kiren Rijiju gave this information. He said that Mahtab will perform the responsibility of the Speaker till the Lok Sabha Speaker is elected. Apart from this, the President has also appointed Suresh Kodikunnil, Thalikottai Rajutevar Balu, Radha Mohan Singh, Faggan Singh Kulaste and Sudip Bandopadhyay under Article 99 of the Constitution to assist the Acting President during the session. He will help in administering the oath to the newly elected MPs till the Lok Sabha Speaker is elected.

Who is Bhartrhari Mahtab?

Bhartruhari Mahtab was a seven-time MP from Cuttack. Before the Lok Sabha elections, he left the Biju Janata Dal party and joined the BJP. In 2017, he was awarded the Outstanding Parliamentarian Award for his outstanding performance in debates in the Lok Sabha. Now he will be the Pro-tem Speaker of the 18th Lok Sabha and will administer the oath to the new MPs.

What are the powers of the Pro Tem Speaker?

The first priority of the party or coalition that comes to power after winning the Lok Sabha elections is to appoint a pro tem speaker. The member who has spent the most time in the lower house of Parliament i.e. Lok Sabha or the most senior elected member is appointed as the pro tem speaker.

The ruling party or coalition sends the name of the Protem Speaker to the President through the Ministry of Parliamentary Affairs. After this, the President appoints the Protem Speaker. Who administers the oath to the newly elected members.

The government recommends two to three more names to assist the pro tem speaker in administering the oath to the new MPs. The process of swearing in the new members takes about two days. After this, the members elect the Lok Sabha Speaker. After the election of the Speaker, the President addresses both the Houses of Parliament jointly.

How is the pro tem speaker chosen? What does the Constitution say?

As the presiding officer of the Lok Sabha, the Speaker has to perform some important duties related to day-to-day work. Article 94 of the Constitution of India states that “When the House of the People is dissolved, the Speaker shall not cease to hold office until the first meeting of the House after the dissolution.” In the 18th Lok Sabha, a pro tem speaker will be elected to run the House until a new Speaker is elected.

The Constitution of India does not provide for the post of Protem Speaker in Parliament. The Protem Speaker is appointed temporarily until a permanent Speaker is elected. Although the post of Protem Speaker is not mentioned in the Constitution, the appointment and oath taking of the Protem Speaker is mentioned in the official handbook of the Ministry of Parliamentary Affairs.
