Assembly elections are to be held in Haryana this year.

Haryana, a state dominated by soldiers and farmers, also has high expectations from Modi 3.0’s first budget this time. The main reason behind these expectations is the assembly elections to be held in the state this year. Assembly elections for 90 seats will be held in Haryana after 3 months from now.

Apart from promises of infrastructure development, the issue of legal guarantee of MSP for farmers and firepower for soldiers in Haryana looms large. Both communities are expecting relief from Nirmala Sitharaman’s budget.

Agniveer played in the Lok Sabha elections

Fire is a big issue for youth in Haryana. The reason is the army job. The youth here are joining the army in large numbers. Before the implementation of Agniveer Yojana, when Army recruitment was done, 5,097 people were selected from here in the year 2019-20. In 2017-18, the number was 3,634.

Army employment was the main means of reducing unemployment in Haryana. Currently, the unemployment rate in the age group of 15 to 29 years in the state is 17.5 percent. This data belongs to NSSO.

The Agniveer issue echoed in the recent Lok Sabha elections as well. Congress raised this issue in its campaign across Haryana. The party had promised to scrap the scheme if it came to government. Congress also benefited from raising this issue. The party’s votes and seats increased tremendously.

According to CSDS, Agniveer Yojana was most effective in Haryana. Assembly elections are to be held in Haryana this year. In such a situation, the youth here hope that the government will also make a big promise regarding the Agnveer Yojana in this budget.

A big debate about this scheme is that its tenure can be extended by 4 years. So far Agniveer’s job is only 4 years. Ahead of the Budget, the Ministry of Defense has announced reservation for ex-firefighters in RPF and CAPF jobs.

Farmers are preparing for the agitation before the elections

Haryana is a peasant dominated state and has over 89 lakh acres of agricultural land and over 16 lakh farmers. Most of the farmers cultivate only paddy and wheat and the legal guarantee of Minimum Support Price (MSAP) is a major issue here.

Legal guarantee of MSP has long been demanded in the country including Haryana. Farmers say that if MSP is legally guaranteed, it will ensure food security and keep market inflation under control.

Providing legal guarantee of MSP will also protect farmers from exploitation by middlemen. However, this is not easy for the government to do. Giving a legal guarantee means that the government has to buy grain at a fixed rate.

The Indian government says that legal guarantees cannot be given on crops such as paddy and wheat, as the country produces too much of them.

The United Kisan Morcha is also preparing to protest in Haryana over the MSP. This movement is proposed in August. In such a situation, it is being said that the Center may make a big announcement regarding the farmers of Haryana in the budget.

The Haryana government has made this demand to the Centre

In the pre-budget meeting of state finance ministers, the Haryana government demanded a special package for NCR areas from Finance Minister Nirmala. The Haryana government says that the Center should arrange a special package for the development of areas adjacent to the NCR. Haryana is demanding this package from 2022 itself. Districts of Haryana adjoining NCR will directly benefit from this package.

90 seats in Haryana, direct battle between BJP and Congress

Haryana has 90 assembly seats, where any coalition or party needs 46 MLAs to form the government. Bharatiya Janata Party has been in power in the state for the last 10 years.

Here BJP is in direct competition with Congress party. In the recent Lok Sabha elections, Congress got lead on 42 seats and BJP on 44 seats. The voting system of Assembly elections is quite different as compared to Lok Sabha.
