Why is the government conducting a land survey in Bihar?
Two reasons are being given for land surveying. The first reason is that according to the government, people have land but no papers, so everyone’s papers are being strengthened by conducting a survey. The government says that more than 50 percent of administrative energy in Bihar is being spent on resolving land disputes. In such a situation, if everyone’s papers are ready, there will be no fight over land in future.
However, another reason is said to be more important. Bihar has two main sources of revenue. First, the revenue after deducting the land receipts and second is the liquor tax. Nitish Kumar had implemented liquor ban in 2015 itself, due to which the government has stopped getting money from this item.
According to government sources, in recent years people were not even giving land receipts, in such a situation it has been decided to conduct a fresh survey. After the survey, the government is expected to increase the revenue.
Officials associated with the government say that after the survey, the government land occupied by the mafia will be freed, so the decision has been taken to get it done.
What is the complete process of Land Survey in Bihar?
According to the revenue department, the team of the department first informs people about the land survey through the gram panchayat. After this the tenant (land owner) applies online or offline.
After application, the tenant is informed on the day when the survey is to be carried out in the concerned area.
Land documents, genealogy and self-declaration forms are demanded from the ryot. If any defect is found in these three, then the survey of the respective tenant’s land is stopped.
The department says that the land concerned is re-surveyed after completion of the land survey documents.
What are the problems faced in land surveying?
The procedure issued by the Bihar government seems quite simple, but the people on the ground seem to be troubled by it. Four problems related to land survey are still being observed in Bihar. Let’s know in detail…
1. Have to come home for survey- The government claims that the process can also be done online, but so far the biggest problem with the survey is that people have to come home from the state for the work.
Men of most families in Bihar have migrated in search of jobs. He has to leave his job and come to the village for a survey. The reason for coming to the village is for papers, genealogy and other minor work.
2. Kabbalah of Land in Kaithi Language- Till now the language of land registration in Bihar was only in Kethi language. Most Biharis have a Kabala (document of native land) in this language. It is being said that very few people read this language nowadays.
The ryots are facing many difficulties in this regard during the survey. To relieve people from this problem, the government has recently decided to train surveyors. However, the raiyat is worried.
3. Absence of complete land papers- According to one claim, one-third of the land in Bihar is mired in fighting. In such a situation the tenants do not have complete land papers. The officials of the revenue department are stopping the survey work due to lack of all the papers.
It is taking months to get all the land documents. Due to which long queues are being formed in the revenue office these days.
4. Rules relating to genealogy- Most people in Bihar have inherited land from their fathers. In such a case genealogy is necessary to claim those lands. Sarpanches have been empowered to prepare genealogies.
It is being said that the ryots resent the role of the sarpanch in the dynasty. Not only this, the bribes taken by the employees and public representatives in the entire process have also caused trouble for the tenants.
