Congress announced the election manifesto for the Jammu and Kashmir assembly elections on Wednesday. In Anantnag, Congress president Mallikarjun Kharge, while announcing the election manifesto for the Jammu and Kashmir assembly elections, announced that women would receive a monthly stipend of Rs. 3000 and Self Help Groups Rs. It has announced to give interest free loan up to 5 lakhs. Along with this, it was also announced to give 11 kg of grain to every family in a month.
Mallikarjun Kharge announced five guarantees for the people of Jammu and Kashmir. This includes health insurance of Rs 25 lakh per family and an interest-free loan of Rs 5 lakh for women entrepreneurs. Khadge said these promises would be fulfilled if the Congress-National Conference alliance comes to power in the Union Territory.
Campaigning for the alliance candidates in south Kashmir, Mallikarjun Kharge said the Congress-NC government would give Rs 3,000 per month to the female head of the family. He said that instead of five kilograms of food grains per person, he promised to provide 11 kilograms of food grains through public distribution system.

He said that during the tenure of former Prime Minister Manmohan Singh, the promise of resettlement of Kashmiri Pandit tourists would be fulfilled and OBCs would also get constitutional rights. The Congress president read out the five guarantees in the presence of other senior Congress leaders including KC Venugopal, Subodh Kant and National Conference President Farooq Abdullah.
Kharge said that one lakh posts are vacant in Jammu and Kashmir, but the BJP-led central government is not making appointments to these posts as it does not want to do so.
He said that if his government comes, he will not only appoint people to posts, but also create jobs along with setting up industries. will focus on education and open more than 4,400 government schools that have been closed in the state for many years Kharge said his party will try to get statehood for Jammu and Kashmir and restore bicameralism.
